Abstract

Tujuan dari riset evaluasi ini yaitu untuk mendeskripsikan hasil penilaian tentang kesesuaian implementasi program Mobil Pusat Layanan Internet Kecamatan (MPLIK) di Kabupaten Malang dengan rencana implementasi yang telah ditetapkan. Penelitian ini menggunakan metode penelitian kualitatif dengan tipe penelitian evaluatif karena berfokus pada proses implementasi program. Sementara teknik pengumpulan data dilakukan dengan observasi, studi dokumen, serta wawancara mendalam dengan informan. Penentuan informan dilakukan dengan teknik purposive sampling yaitu pihak-pihak yang dianggap mengetahui lebih dalam mengenai proses implementasi program Mobil Pusat Layanan Internet Kecamatan (MPLIK) di Kabupaten Malang. Kemudian, untuk menjamin keabsahan data dalam penelitian ini digunakan teknik triangulasi. Selanjutnya, teknik analisis data yaitu dengan cara reduksi data, penyajian data dan penarikan kesimpulan. Hasil yang diperoleh dari penelitian ini menunjukkan bahwa proses implementasi program Mobil Pusat Layanan Internet Kecamatan (MPLIK) di Kabupaten Malang tidak efektif dan efisien. Hal ini karena dari tujuh aspek efektivitas hanya dua yang dapat dikatakan cukup efektif dan lima lainnya tidak. Kemudian, dari perbandingan antara output dan input menunjukkan hasil bahwa proses implementasi tidak fisien. Translation: The purpose of this evaluation research is to describe the results of conformity assessment program implementation Cars District Internet Service Center (MPLIK) in Malang with the implementation plan has been established. This study used a qualitative research method with the type of evaluative research because it focuses on the process of program implementation. While the techniques of data collection is done by observation, study documents, as well as indepth interviews with informants. Determination of informants conducted with a purposive sampling technique, namely those that are considered to know more about the process of program implementation Cars District Internet Service Center (MPLIK) in Malang. Ten, to ensure the validity of the data in this study used the technique of triangulation. Furthermore, the data analysis technique that is by way of data reduction, data presentation and conclusion. The results obtained from this study indicate that the process of program implementation Cars District Internet Service Center (MPLIK) in Malang is not effective and efficient. This is because of the seven aspects of the effectiveness of the only two that can be quite effective and five did not. Then, from the comparison between the output and input results show that the implementation process is inefficient
