Abstract

Program bus sekolah merupakan salah satu upaya pemerintah untuk mengurangi pengguna kendaraan bermotor di bawah umur. Penelitian ini bertujuan untuk menjawab permasalahan penelitian mengenai program bus sekolah yang dijalankan oleh Dinas Perhubungan Kota Surabaya. Hal ini merujuk pada kondisi dan fenomena pengendara kendaraan bermotor yang masih di bawah umur. Lokasi yang diambil untuk melakukan penelitian adalah di Dinas Perhubungan Kota Surabaya Program ini merupakan kebijakan yang sudah seharusnya diawasi dan dievaluasi dalam proses pelaksanaan dan tujuan yang dicapai sehingga dapat mengetahui hasil keseluruhan dari pelaksanaan kebijakan tersebut. Evaluasi sangat diperlukan dalam pelaksanaan suatu kebijakan atau program, agar pelaksanaan kebijakan tersebut dapat berjalan sesuai dengan ketentuan yang berlaku Penelitian ini menggunakan metode kualitatif dengan tipe penelitian eksplanatif. Pemilihan informan penelitian dengan cara purposive sampling. Sementara pengumpulan data dilakukan dengan cara wawancara mendalam dan studi dokumentasi. Analisis data dilakukan dengan menggunakan teknik triangulasi sumber data yaitu dengan mereduksi data, penyajian dan terakhir kesimpulan. Di samping itu, penelitian ini juga menguji keabsahan data yang diperoleh dengan membandingkan informasi dengan data sekunder serta membandingkan informasidengan teori yang relevan. Dari hasil analisa diperoleh kesimpulan bahwa pelaksanaan program bus sekolah di kota Surabaya belum berjalan dengan cukup baik. Dalam evaluasi program menggunakan evaluasi formatif sebagai alat ukur yang dilakukan secara periodik. Proses evaluasi tersebut bertujuan untuk perbaikan program kedepannya. Translation: School bus program is one of the government's efforts to reduce vehicle users who are still underage. This research has aim to solve the problem of research on school bus program which are held by the Department of Transportation in Surabaya. This depends on the conditions and phenomenon of vehicle users which are still underage. The location which is taken for doing this research is in the Department of Transportation in Surabaya. This program is a policy that is supposed to be monitored and evaluated in the process of its implementation and its aims which want to be achieved for determining the overall result of the implementation of that policy. Evaluation is really needed in the implementation of a policy or program, so that the implementation of those policy can be run in accordance with the applicable provisions. This research uses a qualitative method with the type of explanative research. The selection of research informant uses a purposive sampling. For the data collection is conducted by in-depth interview and study to documentation. Data analysis is conducted by using the technique of triangulation of data sources, namely by reducing the data, presentation and final conclusions. In addition, this research also evaluates the validity of the data which is obtained by comparing the information with secondary data and comparing information with relevant theory. From the analysis result can be got a conclusion that the implementation of the school bus program in Surabaya has not worked well enough. In evaluating the program is used a formative evaluation as a measuring tool that is conducted periodically. Those evaluation process has aim to repair those program in the future.
