Abstract

Sebagai wujud nyata pelayanan kesehatan pada kelompok usia lanjut ini, pemerintah telah mencanangkan pelayanan pada lansia melalui beberapa jenjang. Pelayanan kesehatan di tingkat masyarakat adalah posyandu lansia, pelayanan kesehatan lansia tingkat dasar adalah puskesmas, dan pelayanan kesehatan tingkat lanjutan adalah rumah sakit. Posyandu Lansia merupakan program pelayanan kesehatan kepada masyarakat khususnya lansia yang diselenggarakan oleh Puskesmas, yang targetnya adalah agar masyarakat—khususnya Lansia—dapat mengakses layanan kesehatan di tingkat dasar, tanpa khawatir soal biaya. Di masyarakat, acapkali tumbuh anggapan yang keliru, bahwa Puskesmas hanya alat untuk mendapatkan rujukan ke rumah sakit. Rumusan permasalahan dalam penelitian ini; Bagaimana Implementasi Program Posyandu Lansia di Puskemas Tanah Kali Kedinding Surabaya? dan Faktor-faktor apakah yang mempengaruhi Implementasi Program Posyandu Lansia di Puskesmas Tanah Kali Sasaran Kedinding Surabaya? Penelitian dilaksanakan di Posyandu ‗Anggrek‘ RW IV Kelurahan Tanah Kali Kedinding Kecamatan Kenjeran Kota Surabaya. Hasil penelitian menunjukkan bahwa Implementasi Program Posyandu Lansia di lokasi penelitian, dipengaruhi oleh Faktor sumberdaya yang meliputi staf, fasilitas, finansial, kewenangan dan informasi sudah baik dan dari Faktor komunikasi juga terjalin dengan baik antara pembina dan pelaksana. Faktor disposisi pelaksana pun telah dilaksanakan cukup baik karena masing-masing kader telah menjalankan fungsi dan tugasnya sesuai prosedur. Faktor struktur birokrasi jelas dan faktor dukungan kelompok sasaran ikut menunjang keberhasilan program posyandu lanjut usia di tanah kali kedinding. Translation: As a concrete manifestation of health care in the elderly, the government has launched the service in the elderly through a few levels. Health services at the community level is posyandu elderly, elderly health care is a basic level of health centers, and advanced level of health care is the hospital. Integrated Health Centre (IHC) Elderly is a program of health care services to the community, especially the elderly organized by the health center, the target is that people-especially elderly-can access health services at the primary level, without worrying about the cost. In the community, often grow a false assumption, that the health center just a tool to get a referral to a hospital. The formulation of the problem in this study; How in the Elderly Program Implementation IHC Health Center Tanah Kali Kedinding Surabaya? and factors that influence in the Elderly Program Implementation IHC Health Center Target Tanah Kali Kedinding Surabaya? The experiment was conducted in IHC 'Anggrek‘ RW IV Kelurahan Tanah Kali Kedinding Kecamatan Kenjeran Surabaya. The results showed that IHC Elderly Program Implementation in the study area, is influenced by factors that include staff resources, facilities, financial, and information already good authority and of the factors also are good communication between the builder and executor. Implementing any disposition factors have been implemented quite well because each either has run its functions and duties in accordance with procedures. Bureaucratic structure factor has been clear and support factor to the success of the target group participated Growth Monitoring program on the ground elderly in tanah kali kedinding.
